INVITATION FOR BIDS (IFB)
The Community Appraisal and Motivation Programme (CAMP), has received a grant from
the Federal Government of Germany through the German Development Bank (KfW)
toward the cost of Improving Emergency Health Care in FATA under the Basic Health
Programme, FATA, and it intends to apply part of the proceeds of this grant to payments
under the contract for the Procurement of emergency medical equipment for selected
health facilities in FATA.
The Community Appraisal and Motivation Programme (CAMP) , hereafter called the
"Purchaser" is the implementing agency of the above grant. As part of this project CAMP
is tendering the Procurement of emergency medical equipment for selected health
facilities in FATA , hereinafter referred to as the "Goods".
Bidding will be governed by the KfW's eligibility rules and procedures as well as the rules and regulations of the Government of Pakistan. Tendering is open to all companies, either national or international establishments. Bidding will be conducted through the
International Competitive Bidding (ICB) procedures specified in the KfW's Guidelines for
the Procurement of Supply and Work Contracts under Financial Cooperation with
Developing Countries. Frankfurt, [version May 2007, last update on 16 April 2012 ], and is open to all bidders from eligible source countries as defined in the Guidelines.
The Bid is comprised of the following Tender Packages:
I. TENDER LOT 1 - Imaging Equipment
II. TENDER LOT 2 - Medical Equipment - Major
III. TENDER LOT 3 - Medical Equipment - Minor
IV. TENDER LOT 4 - Sterilizing Equipment
V. TENDER LOT 5 - Laboratory Equipment
VI. TENDER LOT 6 - Surgical Instruments
VII. TENDER LOT 7 - Medical Equipment - Oxygen Generator
Bidders may opt to bid for ANY one or ALL of the above tender packages. However, any of the above bids offered must be based on a full package basis, i.e. for each tender package all items & services must be included. No partial bid is acceptable. Bids shall be submitted separately & sealed by respective Tender Packages
The Purchaser invites sealed tender documents from eligible bidders as defined in the
tendering documents.
Bidders may obtain further information, inspect and acquire the tendering documents from

A complete set of Tender Documents may be purchased by an interested Bidder on
submission of a written application to the above office and upon payment of a nonrefundable fee of PKR 15,000.
All tender submissions must be accompanied by a tender security in the amount of 2% of the tender cost; and must be delivered to Procurement Committee, CAMP, House 217,
Street 39, F-11/3, Islamabad, Pakistan at or before 10:00 am, 22nd October 2013. The
tender submissions will be opened at 3 pm on the same day, in the presence of the
Bidders' representatives, who choose to attend, at the same address.
As Authority competent to accept the tender, the Purchaser reserves the right to reject one or all the tenders without assigning any reason thereof. Award of the Contract will be subject to approval by the Purchaser and "No Objection” letter by KfW Entwicklungsbank
(KfW), Federal Republic of Germany, according to KfW guidelines.
