The service focuses on clients of the elderly and special groups of the welfare area (disabled, mentally disabled, mental health and subs tance abuse rehabilitation) who are a) within the regular housing and home care services of the Kainuu wellbeing area and b) which are responsible for the Kainuu welfare area. The service is a medical service under the Health Care Act.
